Rights of the Polish minority in the Czech Republic

Abstract:

The rights of the Polish minority in Czech Republic are a particular aspect of the problem of national minorities, exerting a significant influence on contemporary international relations. The aim of the publication is the analysis of the practical implementation of international standards of minority policy in the Czech Republic as exemplified by the Polish minority. The publication is based on a broad section of Czech legislation. The Czech definition of minorities is presented due to absence of international uniformity in this matter. Legal standards of the protection of minorities are located mostly in the minority law, but some basic rules can also be found in the highest legal acts of the Czech Republic (Constitutional order).The status of the Polish minority is presented as a catalog of minority rights laws – which are harmonized with international standards. The range of privileges depends on the history and traditions which a particular minority has enjoyed in the territory of the Czech Republic. Some privileges belong to all minorities regardless of their history but the Polish minority living in the area of Zaolzie (around the city of Cieszyn) enjoys additional benefits. The last part of the publication deals with Polish organizations and agencies as an important factor for maintaining Polish national identity in Czech Republic.
