Abstract:

The primary objective of this thesis is to examine the legal issue of accountability of public administration in the heuristic sense. Although, in the legal doctrine, the issue of liability of administration as a part of the content of the legal norm is the subject of numerous and exhaustive studies, accountability in the heuristic sense, as a ‘concept/tool of cognition’ located outside the legal text which describes and evaluates the regulations of public law, has not had an appropriate monographic study to date. There is a need to seek timeless rules of accountability for the implementation of the common good in the face of the need for cooperation and coordination among a wide array of entities. This array illustrates the structure of accountability based on legal relations: entity – object – principal – tribunal – criteria – addressee of the accountability. Similarly, the heuristic approach performs the function of not so much replacing as supplementing the classic research perspective based on individual liability.
